Briton arrested for attacks on sheep?

We all know that this has been happening for a while in the UK in a certain region. But the true wonder is why would someone do that? And also given that a certain region with a certain people have been doing this for centuries (well known in fact and the basis for many jokes) why has this man particularly been targeted? How do you think he should be punished for such abuse? Sick ain't it?
